Government Think Tank Offers Glimpse of Likely Reforms to Hukou System

The central government plans to allow individuals, no matter where they are are registered according to the current hukou or household registration system, to apply for resident permits that will allow them to enjoy equal access to education, basic health care services, employment and also the right to elect local officials, as long as these newly arrived migrants meet "the most basic conditions of residency," according to remarks made by Gong Sen, deputy director of the Social Development Department within the State Council's Development Research Center, in an interview with China Youth Daily. Gong urged moving from a system that set a high, one-off barrier to switching residency status, to a system that offered a lower-threshold but a gradual accession to more rights and services for. New residents would also enjoy the right of being elected, receiving social aid and applying for policy-based housing after paying social insurance contributions in any one location for several years.
